Add Checklist Templates to API

We would like to see access to Checklist Templates through the ProjectSight API. While you can access checklist instances, we have not see a documented capability to fetch or manage Checklist Templates.

Our primary interests are in being able to list/query/fetch templates, we would see benefit in having update/create capabilities as well.

    I see that this is a duplicate of https://projectsight.ideas.aha.io/ideas/PSW-I-3214, but I don't see any way to close this idea. Perhaps an admin can help.
