Notifications to specific individuals/roles based on a particular status of record

This would be helpful because then users will only receive notifications when they have an action to perform or when that status is relevant to what they do. Perhaps a vendor would only get a notification when a submittal is issued to vendor, approver only receives notification when a submittal is sent for review, foreman only receives notification when submittal is approved, etc....
