Fix the RFI module when editing a comment

After creating an RFI, it becomes incredibly difficult to edit a comment after it has been sent. When you click the three dots and click edit the comment becomes editable, but only with three lines of text showing. Please add the option to expand the box when editing so it is easier to see the RFI comment text, especially if you have more than a few lines.
