Have the ability to assign a user to multiple contacts with same email

There is a need particularly in Florida for Users to link to multiple contacts under different companies all with the same email address. This is to meet the need of Owners and other companies that want a different identity per Building or project. Clients are wanting this need of separations of liability between their projects.
