File Management keeps Uploaded file to record even though it is deleted from the record.

This causes a separate problem for record notifications. If for example a user keeps a RFI notification and uses it to access a file that has been removed from the previous RFI record. The file will still come up from the URL link in the email notifications. This was previously reported in PS-55492 and stated to be working as designed with TC as FMS and using Quick Upload Off. The client would like to see something that shows the file is no longer current or no longer linked when accessed through the email notification link.
