Grant Company Admins access to edit user settings

Company Administrators should be able to access individual users project settings. The ability to turn on Notifications, editing scheduled Ad Hoc Reports, and items of this nature will save time when there are issues and alterations are required. Field users on a tablet or smart phone cannot make adjustments, so they have to leave sites early to travel to the main office in order to make these adjustments on a laptop, or admins must travel to the site. This is a waste of time and resources.
