Allow Administrators to turn off Ad Hoc Reports

Users have arranged Ad Hoc reports for projects, the projects have been closed, or the report items were removed/deleted as they were not correct. The Ad Hoc Report keeps coming through, with an unspecified end date/unknown end date.

Allow company admins to see all qued reports and be able to activate/turn off reports for all company projects.
