I think the new menu could be improved with the following changes, as a new set of user preferences:
Manual Sorting: Allow users to disable the top 5 automatic sorting and instead manually sort all of the records in the order they prefer.
Show All Items: Allow users to always show all menu items, rather than hiding record types under the "more" button.
Toggle Record Display: Allow users to toggle menu items off/on. Give users an option to go beyond their Security Role defaults and choose what is visible to them.
