Drawing Pins vs Module Access

Allow administrators the ability to change security settings based on the pinning feature. This will allow admins to create a group that has access to pin punchlist (and create) but limit their access to pin items like RFIs. Right now, there isn't a feature allowing admins to modify the security groups in this manner. If you turn on the ability to edit drawings, so they can pin punchlist, they still have access to pin RFIs. NOTE: we do not want to remove their ability to view RFI's.
