Private annotations including attachments - the attachment should remain private as well.

The goal is to edit this security group for Trade Contractors to be able to review the drawings, make their own private annotations and they remain private, include any attachments they make to those private annotations. We do not want the trade contractors to be able to edit our record set of drawings, but we do want to give them the ability to create private annotations, as long as they remain private and are not able to be published to the record set of drawings.
