Ability to suppress units & hours for Budget columns at budget record type level.

Currently, suppressing units and budgets is for all units & hours across all budget record types. This is limiting the ability to limit the column list in the columns selection window which presents budget columns that are not being utilized and is potentially confusing to the end user when they do not get any data.
