Project Settings / Security Groups

We would like the ability to set a security group to be able to access the project settings to create/manage users but not have access to the record settings. I believe this can be accomplished by adding a checkbox option labeled Record Settings in the Security Roles / Features under Administration / Projects similar to how there is manage users, locations and distribution lists.

This would also assist with other already created ideas where individuals have requested the ability be able to edit distributions list but not wanting to give users access to record settings.
