Prime Contract Change Order Changes To Date Need to Include any PCCO that's approved not just Prior

When managing a lot of changes to a Prime Contract, they are not always in a set order nor approved in that set order. If we have 4 PCCOs that are awaiting signature and PCCO 3 gets approved but 1, 2 and 4 are not, when printing PCCO 1 and 2 they show "Changes To Date" $0 which is incorrect. "Changes to Date" on any PCCO needs to show any PCCO that is approved.


We also need a way to "approve" a PCCO because we may approve the PCO for the budget change, but need a separate approval for the Prime Contract Change. Only those approved should be included. We can't rely on Draft as then no one would be able to access them.
