Please Show Links button on the summary records

When we click on any record (RFI, Submittal, PCO) the summary panel excludes the Links buttons so they user must scroll down through all the comments to find the files. They can then only open or download 1 file and if it's a file that's not supported to be viewed (like a zip file), it can't be downloaded from this view.

The users then has to open the record in full screen then click on Links then they can get the Select All then Download All. If the links button was there, we can do this all without having to open them all in full.
