Add Unlocked Uncommited Cost Column

The current uncommitted cost column is locked from a user to be able to forecast future changes, allowing the user to submit changes against the uncommitted column and then have it reflect in a committed column once the change is approved would give the user the ability to project/report on future costs and health of the job.

    Create duplicate of Uncommitted costs column w/ all of the same functions of uncommitted cost + the ability to manually key a value larger than the budget in the column and still have it tick down into the negative if that is the factual math of the entry. Currently uncommitted cost stop working once you commit more than your budget, it will just hold at 0.
