Improve OCR of Table of Contents in Specifications

The TOC is always read incorrectly and split into a bunch of Spec. Sections based on the first Spec. Section listed on each page. The process of correcting this is time consuming and convoluted. OCR should read 'Table of Contents' at the top of the first page and know that it is a TOC, not several unique Spec. Sections
