Add labor hour quantities to budget

When pulling reports from Viewpoint JC module you are able to see cost dollars and actual labor hours. Add labor hour quantities to the budget portion of PS.

    Including the actual hours used for comparison with budgeted hours is a critical feature for managing the project.
