Allow Column Headers to Wrap on the Budget Module

What are we trying to accomplish?

Read column headers without having to expand them all to be very wide.

How is the lack of functionality affecting the business?

We have to manually expand each column to read the entire header. This take a long time and makes the budget screen even wider than it already is.

Suggested implementation:

Wrap the headers just like they are on the budget transaction screen (see attached).
