Submittal Export/Import Template - Add tab for Spec Section

Please add a tab for Spec Section in the export template for Submittals, so we can add to or change the spec sections and update the submittals in one import/export effort. As an example, in the Budget export template there is a tab for Budget Groups. As you add to the Budget Groups in the template, the Budget tab dropdowns update with the new options, so groups can be added and the budget updated all at once, rather than having to do a separate effort to first update the groups in the system and then update the budget with the template
