Project Administration - Better Break Down

Need the ability to better assign and control Project Level Administration.

Specifically, we want to give users access to manipulate the following items without the ability to control Record Level Permissions.

* Distribution Lists
* Locations
* Checklist Templates
* Select Lookup Lists
* Companies

    I voted for this to move only Distribution Lists and Locations out of the Project Level Admin and available to specific security groups outside of the admin / record settings.
