Enforce data entry on all user-configured required fields during record creation

When creating new records, all system-defined required fields must be entered when creating new records. However, user-configured required fields are not enforced. Users can create a new record, such as a Contract, fill in all standard required fields and save the record. A new record will be created and the system will inform the user to fill in the non-standard (user-defined) fields that are set to be required. The user can exit out of the record without filling in these other required fields. This request is to make the system enforce all required fields have data before a new record is created.

The next time any update is made to that record and the user saves the record, all required fields are checked. If any are blank, the system will force the user to fill in the required fields before the record can be saved. It does not matter if the other required fields are standard fields or UDFs. Making a field required does force users to fill in those fields after the record is created.
