Availability of Non-Committing Contracts in Contract Invoices

Currently, non-committing contracts are not available in Contract Invoices.

We have sub-tier contractors whose contract value is part of a higher tier contract so we don't want to commit their contracts.

However, we want to track their billings for lien waivers, etc. through Contract Invoices.

Making non-committing contracts available for Contract Invoices would allow us to track these sub-tier non-committing contracts and issue our lien waivers through custom reports.
