Allow unit costs and Itemized costs (not Lump sum) in PCO, COR, and CO for direct input to Pay APP

We work with unit priced infrastructure. Our PCOs through COs are populated with unit priced line items (70%) and lump sums (30%). It would be great to have the PCO, COR, CO, Pay APP maintain and import the individual items. In the current state we cannot use the Pay App function as there is no way to add CO unit price line items.
