Allow Submittal Package to Auto Number by Spec Section

All three fields of the submittal package number are required (Number / Spec / Rev) but the Number / Rev combination cannot repeat. This prevents mapping ProjectSight to other applications where packages auto-number based on spec section [001-03300-0, 001-05000-0, etc.). Allowing the combination of the three items to be unique rather than the current combination would make things much more efficient.
