Allow outside collaborators to add RFIs without numbers, to be later assigned once accepted by the GC or CM

Add a feature to allow the GC or CM to assign an RFI number once the RFI is accepted. Right now, when a subcontractor or vendor adds an RFI, it is automatically assigned a number. If the GC or CM wants to reject it, and not assign a number, this is not possible.
