Add Option to Disable Project Filter When Selecting Contacts

The Ability to disable the setting that Auto Filters all Companies/Contacts based on the contacts linked to the project. This would make many area work a little more efficiently in areas link POs where there may not be a contact linked to the project. Constantly toggling the filter off is frustrating for some users.
