Add Layered Markup Functionality to Drawings

Added ability to put markups on "layers" other than Public and Private will allow mark ups to be added for different purposes. For example, an "Installed" layer would allow us to highlight the drawings showing what was installed in the field and be able to turn it off if you don't want to see it. This could also be used to track testing, inspections, etc. Also, make the name of the layers customizable for differing workflows.
