Add "Create SCO" button to Approved PCO Line Items

Enhancement description:

Add a button to each PCO line item on a PCO to "Create SCO", once the PCO is approved.

What are we trying to accomplish?

Save time by quickly creating and sending a new SCO directly from the approved PCO.

How is the lack of functionality affecting the business?

It takes longer to first go into the SCO module to create a new SCO and then link the contract record. All of this information is available on the PCO and could be done with a simple click.

Suggested implementation:

See attached mockup.

I think there should be two options for clicking the button:

* Click to create and open a new SCO within the same tab, overtaking the PCO screen.
* Ctrl + click to create a new SCO in a new tab

    This would work great but would have to allow multiple PCO Items to be selected just in case a Subcontract has multiple schedule of values going to different budget codes or we have multiple changes on a PCO to the same Subcontract.
