Add a Specification area to Project Sight

Currently, there is no where outside of the File Library to house project specifications. The functionality inside of the File Library is not very robust for tracking versions, marking up, attaching to issues, etc. like the Drawing module. Please create a separate area for handling specification with this functionality.
