Add ability to edit comment Resolution Dates by administrators.

Clients need a method to subsequently edit submittal records to use the Dashboard Average Turnaround. If clients previous only used the status to close out submittals, records would be missing a Resolution Date (required for the Average Turnaround widget). Currently, creating comments (logging as resolution) only enter the current date as the Resolution Date. This would artificially inflate the Submittal Widget calculation if doing back entry for the purpose of using the Average Turnaround. Giving the administrator group ability to edit comment Resolution Dates would ease this data entry correction.

    We didn't realize until about 20 submittals into our first project that it is the promoting a comment to the resolution of a record that tells ProjectSight that the record is closed. We thought simply toggling the record closed would be enough. As a result, the 'Days Late' column in our Report is displaying incorrect values. And since we don't have the ability to edit resolution dates to reflect the actual resolution date, there's no way to fix it.
