Add ability to add workflow routes or record review/approval Merged

We currently use an in house document management system to complete RFI and Submittal reviews. Based on the project requirements we build static routes for agreed approval workflows. This guarantees that documents are routed in the proper sequence of approval and timely review of each review participants (Architects/Engineers/Owner/Subs). We need this functionality in order to migrate to ProjectSite.
