Ability for project admin to add existing PS users to a new project without having access to portfolio settings

Project Admins having issues adding a user to a new project when that user also already exists in the Portfolio as a user. Adding a brand new user works, but when adding an existing user (It fills out the First and Last Name and Company since it already exists) but gives an error message and fails to add the user to the project. Error reads "a user with email address ____@____ already exists. Please provide a unique email address for the user." A portfolio admin can go in and add a user to another project via the checkboxes, but we have CA Administrators that aren't portfolio admin, only project admins and thus don't have access to the portfolio users to grant access.

Response from support (case 01890321): "By design, you cannot add existing portfolio users in a new project under the project settings. You can only add project access through Portfolio Settings.If you want the CA Administrators to have the ability to add project access under Portfolio Settings, the security role must be edited. See attached screenshot."

We understand the response from support but believe there should be a way for a project admin to add users to a project without having access to portfolio settings
