Punch Items: Improve adding reference photos

The current process to add photo references to punch items seems like it has an extra (unnecessary) step.

When you take a photo, the photo preview should have options for Retake, Markup & Use Photo. Not every photo needs markup and the current process has you tap Use Photo and then takes you to the markup screen. If all you need to do is add the photo (without markups), you currently have to hit Use Photo twice.

If there were a markup button at the photo preview step, users could just hit Use Photo and bypass the extra tap. These taps matter a lot when you're creating hundreds of items on a project.
