Currently the PCCO Integration to Vista works with 5B/CMAR contracts where all changes related to a budget code all hit the same Contract Item for revenue to be billed. This will not work for Lump Sum contracts since each change will need to be a new Contract Item.
When we did our change orders in Vista we had to option to use the single Contract Item for changes OR we had the option to create a NEW Contract Item for each change (lump sum contracts).
This would need to be a project setting to declare the contract type (which there is) and that would then determine how the revenue is integrated to Vista. If it's 5B/CMAR, integration stays as-is, but if lump Sum, new contract items are created for each change.
