Give all portfolio managers or admins workflow manager capabilities with ball in court workflows

It would be helpful if multiple people can be named the Workflow manager. I get this is portfolio specific and the idea is for one person to be managing the portfolio but we have more than one portfolio manager but only one can manage the workflow. Perhaps all portfolio managers should be able to act as a workflow manager.

    Portfolio Admins should have full access to all workflows without having to be added to every step so they can make adjustments, changes, unlock closed ones as needed. Currently access is tied to the steps setup and the roles access assigned to them so if Portfolio Admins are not added to the step they can not do anything with it.

    Another options I would like considered is when choosing the workflow manager you have options to choose by either a user or a workflow role. Our project coordinators do a lot of managing on the projects and I can't have just 1 be able to change workflows on another ones project, but if we can make the workflow manager by workflow role and they are setup on their specific projects with this role then they can only make changes on the projects they are assigned on.
