Allow Removal of Allocation Types Not Used on Potential Change Orders

We have hidden most of the columns for Budget and Cost as we need a more simplistic change management process. By only having an Applied Amount and an Allocation Type, that is all we need to move costs between Apprx, Pending and Approved etc in the budget screen.

In Budget we are now only using No Alloc and Appr Rev but it also lists Apprx Rev, Cancelled and Pend Rev.

In Costs, we only use Approx Commt, Pend Commt but it also lists Cancelled, No Alloc, Uncommt Cost, Use uncommt (Approx), Use uncommit (pend). This one is very confusing to our users.

If we can just hide them from the allocation list, it shouldn't cause issues with the budget screen or calculations as we're never using them.
