Add Date Filter to PCCO Module

We need to be able to easily filter PCCO records by year. At this time, the only date filters available are Executed Date and NTP date, neither of which we use. The created date is automatically filled in when we create a new PCCO, so it makes sense to add that field as a filter. This helps us with our yearly budget reconciliation.
