We need to be able to restrict access to Comments and Attachments on any record by role

We currently allow Subcontractors access to comment on PCO items they are assigned to for an RFQ type solution. This works great as they can't see other PCO Items that may be assigned to other trades.

However, they can see all the comments on the header and all the attachments on the header. We need to have the attachments on the header so we can print/package/email them but then all the trades see everyone else's quotes.

Since there is no RFQ feature, this is the only way for that to work.
