Prime Contract Change Order Detail Reports are not detailed

All the existing PCCO detailed reports are not detailed. They are only listing the PCO header description and total revenue. It should break down the Contract Items that are being updated by the COR. Since each budget code on the PCO could potentially be a different Contract Item, we need this detail on the report.
