Custom Grouping for Budget

In addition to filtering, the budget needs some custom grouping options.

For example:

-Allow users to group multiple cost types as one.

-Maybe allow for some way to create multi-level groups, so we could group all cost types together, but still allow simple drill down into the detail of each cost type.
