Link PCO to COR to PCCO

There seems to be a disconnect between PCO - COR - PCCO, they need to be better connected. Once a PCO is created there should be easier setup to progress further to a COR and then a PCCO. Should just be able to select a box to push to the next step instead of double entries as well as when a PCCO is made it should also update the COR and the PCO as approved
