Allow for modification of locked contract invoice values for previous contract invoices

We would like to add the ability to grant permissions for users to alter values in prior contract invoices without deleting subsequent contract invoices.

    On our project we had stopped using ProjectSight for contract invoices in July of 2024. We had recently been instructed to enter all of the data that has occurred since retroactively through the current month of April 2025. We factored cents into our total retainage and now must go back and alter total retainage to reflect whole dollar amounts as that is how it is processed.

    To be able to endow users with the ability to manually alter values in prior contract invoices in this instance would save weeks of man hours on our project as well as any other with a similar issue when transitioning systems.
