Clean up Drawing Mark-ups for RFI's

Mark-ups on RFI's need to have ability to have the tag shown or hidden, currently each mark up has a tag to it which when publish makes the drawing and mark-up area very congested and gets in the ways of RFI information.

    Something needs to be added for all Mark-ups, Annotations, Linked Clouds, Etc. There needs to be a way to archive or hide markups. The default keeps everything on the page and when working with field personnel that aren't interested in changing the view settings. There needs to be a way to mark a drawings annotation or any record as complete which would default to hidden. And then a feature to reveal completed items. Another helpful option would be have an option to hide the annotation on this revision and future revisions. Then users can jump back a version to see previous annotations that have now been addressed or completed.
