Add Ability to Disable Annotations on Record Type per Project for certain security roles

Currently we need consultants to comment and download and upload attachments. This gives them the ability to use any of the annotations which changes the original (in our example, the Shop Drawing). We understand that the history version is still maintained in the File Library/Trimble Connect, but some projects want the old way where we upload the Shop Drawing with our reviewed stamp, then the consultants download and upload with their stamp, then we have 2 files. We would then print the submittal which each one stamped into a package.

We cannot enforce this because anyone with comment ability can edit and annotate any attachment. This works fine for most, but there are situations where we do not want this to happen.
