Email Distribution List_Reports_Project Specific

In the past the Report Distribution email options using the 'drop down' list included only project specific team members. It appears that following a recent update, the distribution list presented on the drop down toggle includes all parties within the overall company contact list.

This creates a condition in which reports can be sent via email to the wrong persons and or not be sent to the correct persons.

Is it possible to have a default and/or toggle that allows the report distribution email contact list on the drop down to be project specific only, see attached for reference.
