Add Time & Materials Tickets Module

Have ability to do Time & Material tickets under Field Work Directive. Currently there is no place to create and distribute T&M tickets within ProjectSight. This module/tool would be able to create and keep track of - Labor, Material, Equipment used based on field work directive and have a sign off section.
