Create a default setting for drawing layers at portfolio level

It would be nice to have a default setting for the layers/markups that are visible on drawings that is portfolio wide. For example, we almost never want to start by seeing annotation labels, it makes the drawings too crowded, and we have to turn it off each time we visit drawings. We might also want to have "Closed" issues/RFIs/action items off by default so they are not cluttering our view each time.
