Grant Portfolio Admins access to Email Notification Logs

When we have issues where we cannot tell if email notifications were sent or not, support is able to access a portal that can be filtered by dates and users. It shows if they were delivered or blocked etc. These details would be very handy for Portfolio Admins to be able to access.
