Break out Comments read only option for Daily Reports in Security Roles.

Client wants the ability turn off the Notes (which is comments)under Daily Reports. The security option for this appears to be locked to all or nothing for Daily Reports. So, to turn this off for the group they would need to turn off Daily Reports entirely
