Add the import/export option to the Project Settings>Users as you have in Portfolio Settings.

If a client wants to setup a user to import users they have to use Portfolio Settings > Users. This forces the client to provide that user with the ability to create a Portfolio Administrator. This is not the case when assigning that user to the Project Settings Users, but this area is missing the Import of users option that is available in Portfolio settings.
